Someone has to hold the whole picture: what we are trying to change, who it affects, what depends on what, what is at risk, and what happens the day after launch. I have done this inside a regulated bank, a national trade association, and a dozen small businesses. The tools differ; the job does not. Make the path visible, keep decisions documented, and make sure the people who inherit the system can run it.
